If they don't do a group costume, then only one student from each school can compete in the individual contest?

Yes! There'll be two costume competitions actually (one for groups and one for individuals,) and the contest for individuals is where schools pick among themselves their best dressed to compete.
Also by the way, if a person from one college dresses up in costume for that night, their college is put into a raffle having three winners (colleges) for spirit points. (Although the larger jackpots for points go to the winners of the group/individual contests. We'll have judges for those too, American Idol style)
